Best European Cities to Visit: The Tier List
We've ranked 25 of Europe's most-visited cities based on what actually makes a trip memorable: the sights, the food, the streets you'll want to just wander, and whether the place lives up to the hype once you're standing in it. This is a mix of consensus from travel forums and reviews, plus our own calls where people genuinely disagree (looking at you, Venice crowds).
Some of these cities are must-see no matter your budget or timeline. Others are great add-ons but wouldn't survive as your only stop. A few are just overrated for what they cost you in time and money. Agree or disagree, that's what the comments are for, rank them yourself and see how close you get.

Florence
The Duomo dome still stops you in your tracks even after a thousand photos of it. Beer gardens, the Alps close enough for a day trip, and a old town that still feels lived-in rather than roped off. Copenhagen
Nyhavn's harbor houses are the postcard, but the real draw is how livable the place feels, good design, good food (Noma put this city on the culinary map), easy biking. It's pricier than most on this list, which keeps it out of the top tier.

Reykjavik
The city itself is small and can be walked in an afternoon, colorful houses, a striking church, a harbor full of whale-watching boats. Dublin
Temple Bar is a tourist trap and everyone who's been there will tell you so, loudly, in a pub somewhere else in the city. Skip it for the Guinness Storehouse view, Trinity College's old library, and a proper pint poured slow in a pub with no music playing. Friendly city, though the weather rarely cooperates.

How we ranked them
We weighed sights and culture against cost, crowds and how easy the city is to actually enjoy on foot. A city climbs the list if it rewards a first-time visitor and still has layers for a second or third trip. It drops if it's a one-and-done photo op, overrun with tour groups, or charges a lot for not much beyond the postcard shot. Consensus from travel forums and critic reviews drove most placements; where opinion splits hard, we say so and explain our call.

Rank these yourselfFAQ
What is the best city to visit in Europe for first-timers?
Paris or Rome are the classic first trips, both have enough world-famous sights to fill a week and are set up well for tourists, though both get crowded and can be pricey.
Which European city is the most underrated?
Ljubljana and Krakow come up again and again in forums as places people wish they'd known about sooner, small, cheap, and much less crowded than their neighbors.
Is Venice worth visiting despite the crowds?
Yes, but plan around them, go early morning or in shoulder season (spring or fall) rather than peak summer, and stay overnight rather than day-tripping.
What's the cheapest major city to visit in Europe?
Krakow, Budapest, and Lisbon consistently rank as the best value for sights, food and accommodation compared to Western European capitals.
Which city is more expensive, Zurich or Copenhagen?
Zurich is generally considered the pricier of the two, and it's part of why it ranks lower here despite being a clean, pleasant city.
