Hunger Games Sunrise on the Reaping Tier List

The Hunger Games universe just got bigger. With Sunrise on the Reaping landing in theaters November 20, fans are already arguing about how Haymitch's brutal Games stack up against Katniss's rebellion, and where a 24-year-old quarter quell fits next to fire-breathing dresses and mockingjay pins.

So we did what any self-respecting fan site does: we ranked all of it. Films, characters, and the moments that make people cry on rewatch. This list leans on what fans and critics actually agree on across reviews and forums, with our own call where the arguments get heated.

Think we got something wrong? That's what the comments are for.

1 The Hunger Games

The one that started it all still holds up. Jennifer Lawrence's Katniss feels raw and scared in a way later films, by necessity, move past. The reaping scene alone, with Effie's sing-song voice and Prim's name being called, set the emotional template for everything that followed.

About The Hunger Games

The 2012 film that launched the franchise, based on Suzanne Collins' 2008 novel. It introduces Katniss Everdeen volunteering for the deadly televised Hunger Games in place of her sister.

2 Sunrise on the Reaping

Early reactions are strong, and fans seem genuinely rattled by how dark Haymitch's Games get. It's too new to know its full legacy, but the buzz suggests this prequel earns its place near the top rather than coasting on nostalgia.

About Sunrise on the Reaping

A new prequel film centered on Haymitch Abernathy's Hunger Games, releasing November 20.

3 The Hunger Games: Mockingjay – Part 2

The finale delivers the war it promised, sewer mutts and all, and Katniss's final act against Coin lands harder on a second watch. Splitting Mockingjay into two films remains controversial, but Part 2 has the payoff Part 1 was missing.

About The Hunger Games: Mockingjay – Part 2

The franchise's finale, covering the assault on the Capitol and the end of the war. Released in 2015.

4. The Ballad of Songbirds and Snakes

A young Snow origin story was a risky swing, and it mostly works. Tom Blyth makes Snow's descent feel inevitable rather than cartoonish, and the Capitol's earlier, shabbier look is a nice detail for lore fans.

About The Ballad of Songbirds and Snakes

5. The Hunger Games: Mockingjay – Part 1

The weakest link, and most fans won't argue. Stretching the start of Mockingjay into a full film means a lot of propaganda-video filler before anything actually happens. Still has Effie in that gold dress, so it's not a total loss.

About The Hunger Games: Mockingjay – Part 1

The first half of the adaptation of Collins' final novel, focused on the rebellion against the Capitol and Katniss's role as the Mockingjay.

6. Katniss Everdeen

The bow-and-arrow symbol of the whole franchise, and for good reason. She's prickly, guarded, and never performs bravery for the cameras the way the Capitol wants, which is exactly why District 12 and beyond rally behind her.

About Katniss Everdeen

The protagonist of the Hunger Games series, a skilled archer from District 12 who volunteers for the Games in place of her sister Primrose. Her defiance and survival instincts make her a symbol of rebellion against the Capitol.

7. President Snow

A villain who never raises his voice and never needs to. The rose-and-blood breath detail alone tells you everything about how rot hides under Capitol polish. Songbirds and Snakes only made him scarier in hindsight.

About President Snow

The tyrannical president of Panem and primary antagonist of the series, who rules through fear, manipulation, and control of the Hunger Games. His ruthless grip on power makes him the embodiment of the Capitol's oppression.

8. Cinna

Quiet, loyal, and the only Capitol figure who seems to actually see Katniss as a person rather than a performance. The girl-on-fire dress is the most iconic costume in the series, and his final scene still stings.

About Cinna

Katniss's stylist for the Hunger Games, known for his creative and symbolic fire-themed costumes. He becomes one of Katniss's most trusted allies and plays a quiet but significant role in the rebellion.

9. Peeta Mellark

The bread boy turned hijacked war casualty has one of the more underrated arcs in the series. His scenes post-hijacking in Mockingjay are genuinely unsettling, and that's harder to pull off than it looks.

About Peeta Mellark

The male tribute from District 12 alongside Katniss, a baker's son known for his kindness, strength, and skill with camouflage. His complicated relationship with Katniss, partly staged for the cameras, becomes central to the series.

10. Primrose Everdeen

Her name being drawn is the inciting incident for the entire saga, and her death in Mockingjay is the gut-punch the whole war was supposedly fought to prevent. Small role, massive narrative weight.

About Primrose Everdeen

Katniss's younger sister, whose selection in the reaping prompts Katniss to volunteer as tribute in her place. Her gentle nature and the bond she shares with Katniss drive much of the emotional core of the series.

11. Finnick Odair

A tragic favorite who steals every scene he's in, charming and sharp witted while hiding real pain underneath. His arc from reluctant victor to devoted husband and father gives the series some of its most gutting moments. He lands just behind the Everdeen siblings because his story, while beloved, orbits around the central cast rather than driving it.

About Finnick Odair

Finnick Odair is a fictional character in Suzanne Collins' Hunger Games series, appearing as a young tribute from District 4 in Sunrise on the Reaping, which depicts the 50th Hunger Games (the Second Quarter Quell). He later becomes a well known figure in the original Hunger Games trilogy, known for his charm, skill with a trident, and eventual role in the rebellion against the Capitol.

12. Gale Hawthorne

Often stuck as the other guy in the love triangle debate, but his arc into the rebellion's more ruthless side (that bombing design in Mockingjay) gives him more to chew on than fans give him credit for.

About Gale Hawthorne

Katniss's close friend and hunting partner from District 12, who later becomes involved in the rebellion against the Capitol. His relationship with Katniss is a significant emotional thread throughout the series.

14. Fire Scenes

From the girl-on-fire reveal to the full inferno of Catching Fire's finale, fire is the franchise's visual signature. It's rare a costume motif carries this much narrative weight.

About Fire Scenes

Iconic visual moments associated with Katniss Everdeen, who is styled by Cinna as 'the girl on fire.' These scenes include her flaming chariot costume and fire-themed gowns that make her a standout figure in the Hunger Games franchise.

15. District 12

Coal dust, poverty, and the Seam, District 12 is where the whole story's anger comes from. Its destruction in Catching Fire is one of the more visually brutal moments in the series.

About District 12

The poorest and least prestigious district in Panem, known for coal mining, and home to Katniss Everdeen, Peeta Mellark, and Haymitch Abernathy. It is located in the region that was once Appalachia.

How we ranked them

We weighed emotional impact, rewatchability, and how much each entry shaped the franchise's identity. Films were judged on pacing, faithfulness to the books, and how they hold up years later. Characters were ranked on depth and how much they drive the story, not just screen time. Moments and symbols were judged by how hard they hit and how often fans still talk about them. Where opinion splits, we say so and explain our pick.
