TMNT Characters Tier List: Every Turtle and Villain Ranked
Thirty-plus years of comics, cartoons, movies and toy lines have given us a lot of Turtle lore, and not everybody in it pulls their weight. We ranked the four brothers plus the supporting cast and rogues' gallery that show up the most, from the heroes carrying the franchise to the one villain who never found his footing.
This reflects what fans argue about on forums and comment sections more than any one show or comic run. Sorry in advance if your favorite didn't land where you wanted, rank it yourself and fight us in the comments.

SS Tier: The pillars of TMNT

Splinter
The rat who trained four turtles to be ninjas and somehow also raised them to have actual personalities. Every version of Splinter, from the stern 80s sensei to the grieving father of the 2014 films, gives the whole franchise its emotional center. Without him this is just four guys who like pizza.
About Splinter
The mutant rat sensei who trained all four turtles in ninjutsu and raised them as his sons. His backstory and rivalry with Shredder anchor most major TMNT storylines.
- Role
- Sensei/father figure

Leonardo
The leader catches flak for being the 'boring responsible one,' but that's missing the point. Leo's internal struggle between duty and being a big brother is why the team dynamic works at all, and his rivalry with Raph is the emotional engine of basically every TMNT story.
About Leonardo
The katana-wielding leader of the Turtles, trained by Splinter to be the disciplined one of the group. He first appeared in Mirage Studios' original TMNT comic in 1984.
- Weapon
- Twin katana
- Color
- Blue mask

Shredder
Oroku Saki is the villain the Turtles are built to fight. Spiky armor, a personal vendetta against Splinter, and just enough menace in the 1987 cartoon and later films to be genuinely scary to a kid. No other TMNT villain has the same name recognition outside the fandom.
About Shredder
Oroku Saki, the Turtles' archenemy and leader of the Foot Clan, driven by a long-standing feud with Splinter. One of the most recognizable villains in TMNT media.
- Real name
- Oroku Saki
- Organization
- Foot Clan
AA Tier: Fan favorites, no debate

Michelangelo
The comic relief that somehow never gets old. 'Cowabunga' exists because of him, and under the pizza jokes he's usually the one keeping the team's morale up when things go dark. Fans consistently rank him as the most quotable turtle for a reason.
About Michelangelo
The easygoing, pizza-loving jokester of the team, fighting with nunchaku. Popularized much of TMNT's lighter, comedic tone for younger audiences.
- Weapon
- Nunchaku
- Color
- Orange mask

Raphael
The angry one, except that's reductive. Raph's temper and his loyalty to his brothers (especially Leo, however much he'd deny it) make him the turtle with the most actual arc. The 2007 TMNT movie basically made him the main character and nobody complained.
About Raphael
The hot-tempered turtle who fights with sai and often clashes with Leonardo's leadership. Became the breakout character of the 2007 animated film TMNT.
- Weapon
- Sai
- Color
- Red mask

Donatello
He does machines, obviously, but Donnie's real appeal is being proof that the nerdy one doesn't have to be the weak link. He builds the Party Wagon, hacks everything, and in several continuities gets the most interesting side plots simply because he's curious about the world beyond the sewer.
About Donatello
The inventor and tech expert of the group, known for his bo staff and building the team's gadgets and vehicles. Often the one who figures out the plan when brute force won't work.
- Weapon
- Bo staff
- Color
- Purple mask
BB Tier: Solid, dependable, essential supporting cast

April O'Neil
The human bridge between the Turtles and the surface world, and a genuinely good reporter when writers remember that's her job. April's portrayal swings wildly between competent investigator and damsel-in-distress depending on the decade, which is why she sits in the middle instead of higher.
About April O'Neil
A journalist and close ally of the Turtles who often investigates the mysteries they get pulled into. First introduced in the original Mirage comics in 1984.
- Occupation
- Reporter

Casey Jones
A hockey-mask vigilante with a golf bag full of weapons and zero chill. Casey's great in small doses and his banter with Raphael is some of the best back-and-forth in the series, but he's always been a supporting player rather than someone who can carry a story.
About Casey Jones
A hockey-mask-wearing vigilante who becomes a friend and ally to the Turtles, particularly Raphael. Known for improvised weapons like hockey sticks and golf clubs.
- Signature look
- Hockey mask

Krang
A literal brain in a robot body who runs the Technodrome from another dimension. Krang is absurd in the best way and the 80s cartoon's funniest recurring threat, but his goofiness means he's never been taken seriously as an actual danger, even by the Turtles themselves.
About Krang
An alien warlord from Dimension X who appears as a brain-like creature piloting a robotic body. A central villain of the 1987 animated series, often working alongside Shredder.
- Origin
- Dimension X
CC Tier: Fun but one-note

Bebop and Rocksteady
A mutant warthog and rhino who exist mostly to get thrown through walls while Shredder yells at them. Fun as muscle and merchandising (the toys sold fine), but as characters they're one joke repeated: not very bright, very strong, very loyal to the wrong guy.
About Bebop and Rocksteady
A mutant warthog and mutant rhino, respectively, who serve as Shredder's muscle. Introduced in the 1987 cartoon and later adapted into comics and films.
- Bebop
- Mutant warthog
- Rocksteady
- Mutant rhino
FF Tier: Forgettable even to fans

Rat King
Technically a classic comics villain, but he's never translated into anything fans actually rally behind. Mind control over rats is a weird, underwhelming power compared to literally everyone else on this list, and most casual fans couldn't tell you a single thing he's done.
About Rat King
A reclusive villain with a hypnotic hold over rats, originating in the Mirage comics. Appears occasionally across various TMNT series as a minor antagonist.
- First appearance
- Mirage Studios comics
How we ranked them
We weighed cultural staying power, how well a character works across different TMNT eras (cartoon, comics, movies), personality and memorability, and how essential they are to the actual story. Fan consensus from message boards, reviews and nostalgia-driven rankings did most of the heavy lifting; where opinions genuinely split, we made a call and said so.

Who is the most popular Teenage Mutant Ninja Turtle?
Michelangelo and Raphael usually top fan polls for personality, though Leonardo gets the nod as the most important to the story as the team's leader.
Is Shredder the main villain in every TMNT version?
He's the most consistent and recognizable antagonist across comics, cartoons and movies, though Krang takes over as the main threat in parts of the 1987 cartoon and some later series.
Why is Splinter ranked so high?
He's the emotional foundation of the whole franchise, the father figure and sensei who gives the Turtles' fights actual stakes instead of just being action for its own sake.
Are Bebop and Rocksteady always a duo?
In most versions, yes, they're a package deal as Shredder's mutant henchmen, rarely appearing or getting storylines separately.
Who is Rat King in TMNT?
A villain from the original Mirage comics who controls rats; in his first appearance he resided in a swamp before moving to an abandoned industrial park, not the sewers. He was the main antagonist of his debut story, not a minor figure.
