Naruto Characters Tier List: Every Major Character Ranked

Naruto ran for over a decade and gave us one of the deepest casts in anime, so narrowing it down to 30 names already means leaving people out. This list covers the heavy hitters from Konoha's genin generation to the legendary Sannin to the Akatsuki members who stole half their scenes.

Ranking is based on impact on the story, how well the character was written, fan staying power, and honestly, how much we just like watching them fight or talk. Where the fandom argues (and it argues a lot about this show), we tell you and explain which side we land on. Disagree? That's half the fun of a list like this.

SS Tier: The all-timers

Itachi Uchiha
Cover: Wikipedia

Itachi Uchiha

The character the whole back half of the series owes its emotional weight to. Every reveal about Itachi recontextualizes Sasuke's entire arc, and the crow genjutsu fight against Sasuke is still one of the show's best visual sequences.

Naruto Uzumaki

Naruto Uzumaki

He's the title character for a reason. The growth from annoying academy failure to a guy who talks down literal gods through sheer stubbornness is the backbone of the whole franchise.

Kakashi Hatake
Image: Narutopedia (Fandom), © its owner

Kakashi Hatake

Cool mentor, tragic backstory, Sharingan user, and the guy holding Team 7 together when it threatened to fall apart more than once. His fight against Pain and his quiet grief over Obito both land hard.

Gaara
Image: Narutopedia (Fandom), © its owner

Gaara

Few redemption arcs in shonen hit as clean as Gaara's. He goes from a kid who was basically a weapon with no friends to the Kazekage, and the show never cheapens how hard that change actually was.

AA Tier: Legendary in their own right

Madara Uchiha
Image: Narutopedia (Fandom), © its owner

Madara Uchiha

The final boss energy is unmatched, all theatrics and god-tier power, but some fans feel his motivations get a bit thin once the Infinite Tsukuyomi plan takes over. Still one of the most quoted villains in the show.

Sasuke Uchiha
Image: Narutopedia (Fandom), © its owner

Sasuke Uchiha

Brilliant through Part 1 and the Valley of the End, then the fandom genuinely splits on whether his descent into revenge-obsessed antagonist drags too long. We think it mostly works, especially once Itachi's truth comes out.

Jiraiya
Cover: Wikipedia

Jiraiya

Pervy Sage earns every bit of respect he gets. Funny, flawed, and his death against Pain is one of the few in the series that still stings on rewatch.

Obito Uchiha
Image: Narutopedia (Fandom), © its owner

Obito Uchiha

Tobi's reveal recontextualizes nearly the entire Akatsuki plot, and his backstory with Rin makes Kakashi's arc hit twice as hard. The orange mask era drags a bit, but the payoff earns it.

Pain
Image: Narutopedia (Fandom), © its owner

Pain

The Village of Pain arc is peak Naruto: a villain with a genuinely coherent philosophy about peace through pain, six bodies with distinct abilities, and a fight that levels an entire village.

Hinata Hyuga
Image: Narutopedia (Fandom), © its owner

Hinata Hyuga

Her confession before the fight with Pain is one of the most talked-about moments in the whole series. Fans argue she deserved more screen time given how beloved she is, and honestly, they're right.

Minato Namikaze
Image: Narutopedia (Fandom), © its owner

Minato Namikaze

The Fourth Hokage shows up for a handful of arcs and still becomes one of fandom's favorite characters. Fast, clever, and his sacrifice at the start of the series carries weight even before we know who he is.

Shikamaru Nara
Image: Narutopedia (Fandom), © its owner

Shikamaru Nara

The smartest kid in Konoha, and the writers actually let his intelligence matter instead of just telling us about it. His fight against Hidan, using terrain and patience instead of raw power, is a highlight.

Might Guy
Image: Narutopedia (Fandom), © its owner

Might Guy

The Eight Gates fight against Madara is Guy's whole character paying off at once: decades of being the underdog next to Kakashi, cashing in for one of the hardest-hitting fights in the series.

BB Tier: Great, with an asterisk or two

Tsunade
Image: Narutopedia (Fandom), © its owner

Tsunade

The Legendary Sucker brings real gravity as Hokage, and her backstory with Dan and Nawaki gives her trauma around blood actual stakes. She gets sidelined a bit too often once the war arc kicks in, though.

Konan
Image: Narutopedia (Fandom), © its owner

Konan

Origami that cuts like paper-thin blades, a quiet loyalty to Nagato that never tips into cliche, and one of the more dignified deaths in the back half of the series.

Neji Hyuga
Image: Narutopedia (Fandom), © its owner

Neji Hyuga

His arc against fate and the Hyuga clan's caged bird curse is genuinely moving, and his death in the war still gets brought up in fan debates about whether it was necessary.

Rock Lee
Cover: Wikipedia

Rock Lee

No ninjutsu, no genjutsu, just raw effort and the Eight Gates, and somehow he's one of the most beloved characters in the show. The fight against Gaara in the Chunin Exams is still a fan favorite.

Kisame Hoshigaki
Image: Narutopedia (Fandom), © its owner

Kisame Hoshigaki

Samehada, the shark grin, the loyalty to the Hidden Mist and later Akatsuki. He's a reliable scene-stealer whenever he shows up, even if he never gets the deep backstory some other Akatsuki members do.

Deidara
Image: Narutopedia (Fandom), © its owner

Deidara

Art is an explosion, and so is basically every fight he's in. His rivalry with Sasori over the meaning of art gives Akatsuki some actual personality beyond just being scary cloaks.

Zabuza Momochi
Image: Narutopedia (Fandom), © its owner

Zabuza Momochi

The Land of Waves arc introduces the show's first real stakes, and Zabuza's partnership with Haku still gets cited as one of the better small-scale tragedies in the series.

Haku
Image: Narutopedia (Fandom), © its owner

Haku

Soft-spoken, devastatingly skilled with ice mirrors, and his talk with Naruto about having a precious person to protect is quietly one of the most quoted scenes in early Naruto.

Orochimaru
Image: Narutopedia (Fandom), © its owner

Orochimaru

Creepy, ambitious, and endlessly fascinating as a villain, though his motivations (immortality and forbidden jutsu, basically) stay pretty simple compared to Itachi or Pain.

Sakura Haruno
Image: Narutopedia (Fandom), © its owner

Sakura Haruno

Fans are genuinely divided on Sakura. Early on she's mostly there to yell at Naruto, but her training under Tsunade and the medical ninjutsu arc give her a real skill set, even if the writers never quite let her match the boys in the spotlight.

CC Tier: Solid but rarely the main event

Kiba Inuzuka
Image: Narutopedia (Fandom), © its owner

Kiba Inuzuka

Loud, loyal, and permanently paired with Akamaru, but he never gets an arc with real stakes attached to it. Fun in ensemble scenes, forgettable when the plot needs to move.

Temari
Image: Narutopedia (Fandom), © its owner

Temari

Sharp tongue, giant fan, and a fun dynamic with Shikamaru that fans have shipped for years. She just doesn't get enough individual focus to rank higher despite being a likeable presence.

Sasori
Image: Narutopedia (Fandom), © its owner

Sasori

Puppeteer with a genuinely creepy gimmick (his own body is a puppet), and the fight against Sakura and Chiyo is clever. He suffers a bit from being introduced and finished off in the same arc.

Sai
Image: Narutopedia (Fandom), © its owner

Sai

The replacement Team 7 member whose whole arc is learning what emotions are, which is a decent idea that mostly gets played for slightly awkward comic relief instead of real depth.

Kankuro
Image: Narutopedia (Fandom), © its owner

Kankuro

Puppet user, Gaara's brother, generally reliable in a fight. He's solid support but rarely the reason anyone remembers a given arc.

Tenten
Image: Narutopedia (Fandom), © its owner

Tenten

Tenten gets points for being a reliable weapons specialist with solid team spirit, but the show never gives her a real power upgrade or a signature moment like her Team Guy peers. She stays useful in support roles yet fades whenever the plot turns serious. A fine character, just stuck in the shadow of Neji and Lee.

Ino Yamanaka
Image: Narutopedia (Fandom), © its owner

Ino Yamanaka

Ino gets her moments with the Mind Transfer Jutsu and she grows into a real sensor and medical support role on Team Asuma. Still, she spends most of the series a step behind Sakura and Shikamaru in both screen time and combat relevance. Solid utility character, not a major threat in any fight that matters.

DD Tier: Fans mostly tolerate them

Kakuzu
Image: Narutopedia (Fandom), © its owner

Kakuzu

Five hearts and a bounty hunter's greed make for an interesting concept, but he's mostly just a obstacle for Kakashi's team to clear rather than a character with real depth.

Hidan
Image: Narutopedia (Fandom), © its owner

Hidan

Loud, immortal, and endlessly annoying on purpose, which is sort of the point, but it also means he's one of the least beloved Akatsuki members once the novelty of his immortality wears off.

How we ranked them

We weighed narrative importance, development over the series, combat relevance, and lasting popularity in fan rankings and discussions. Characters who shaped the plot and grew across arcs rank above those who stayed static or got sidelined. We also factored in how well each character's motivations hold up, since Naruto lives or dies on its villains having real reasons for what they do.
